Growth and Development
Overview
The District has 65 square miles of service area. Currently,
the District is growing at the rate of 1,600 new taps per year. The Development
Department facilitates the new growth needs of the District.
The
Development Department is responsible for reviewing, coordinating and
overseeing construction of water and wastewater utilities throughout the
District. In conjunction with the District’s water and wastewater
engineers, the Development Department ensures that both residential and
commercial development projects are designed to comply with the District’s
Design Standards, Rules and Regulations and Master plans which include
local, state and federal requirements. In addition to new construction
and development, the Development Department is responsible for the Districts
mapping systems as well as performing utility locates on facilities owned
and operated by the District.
Current Development
The
District oversees utility design and installation for approximately 25
residential projects, 20 commercial or industrial projects and other rehabilitation
projects coordinated with other agencies.
New Water and Wastewater Applicants
To obtain water and wastewater service from the District,
applicants must first complete a
Service
Application Form.
Completed service applications can be hand delivered
to the main office: 6595 E. 70th Avenue, Commerce City, CO 80022.

Incomplete applications will be returned to the
applicant and the request for service will be denied until the application
is re-submitted and approved by the District.
Requirements for Obtaining Service –
following successful completion of Service Application Form
• In the new service area applicants must
annex to the City of Commerce City and join the Commerce City GID (General
Improvement District), if so required by the City. For information regarding
the GID please contact the City of Commerce City, City Manger’s
office.
•The entire property for which service is
requested must be petitioned into the District’s service area. For
details, contact the Development Department at 720.206.0595.
• The applicant must complete the District’s
development review process including:
- Approval of final water and sanitary sewer construction
plans;
- Complete all necessary requirements as determined
by the District’s Development Department.
• Quote sheets and connection fee information
may be obtained by calling the District’s Main Office at 303.288.2646.
All fees must be paid prior to establishing service.
• All water and wastewater infrastructure must
be installed in conformance with the District’s Rules and Regulations.
Special Requirement Information
Please note that requirements for obtaining service
for a property may vary depending on what area of the District the property
is in. Properties are identified as either General Service Area (GSA)
properties or General Improvement District (GID) properties.
The GSA boundaries are 112th Ave. on the North,
Sand Creek on the South, HWY 2 on the East and the South Platte River
on the West.
GID properties would be considered any property outside
the boundaries of the GSA. Please contact the District for information
on the GID or GSA and specific requirements pertaining to each. Information
regarding property classification within the District may be obtained
by contacting the Development Department at 720.206.0595.
Inspections and Locates
The District Inspectors perform scheduled inspections
of new water/wastewater infrastructures and locates between 8:30 a.m.
and 3:30 p.m. Monday through Friday.
All inspections and locate requests must be submitted
by fax to 720.206.0598 or in writing to the District Main Office, located
at 6595 E. 70th Ave.
Turn-around time on locates is 48 hours, not including
the day the request was submitted. Inspections are completed within 24
hours of the request, not including the day the request was submitted.
Inspection Fees and Penalties
Inspection fees are assessed when excessive requests
are submitted for the same address. In the event a third inspection is
requested, a $50 inspection fee is assessed and must be paid in full prior
to the work being completed by the District representative.
Theft of water is considered any use of the District’s
water system without the consent of the District. Penalties vary with
the severity of the infraction and may result in the loss of the privilege
to hold a permit with the District.
